The globalization of markets in recent years has led to the intensification of trade between countries.
Sometimes the wood packaging material has been a pathway for the introduction and spread of harmful organs. It was therefore necessary to decrease the risk of possible infestations introducing some phytosanitary measures to avoid possible economic and environmental impacts on the world's forests.
Possible phytosanitary measures are:
- import ban (for maximum phytosanitary security, but would result in the blocking of world trade).
- introduction of special phytosanitary requirements (pest free area).
- request the phytosanitary certificate (document issued by the NPPO).
- inspection entrance (with considerable use of resources for inspections).

treatment before shipment is the phytosanitary measure identified dall'PPC and is the basis on which is founded the International Standard ISPM-15.
In short, this Standard provides that packs of raw wood should be treated (heat treatment - HT treatment or fumigation with methyl bromide - MB) and subsequently certified with the IPPC /FAO. This mark must be controlled through a system of certification of the packaging chain of wood and treatments.
